Standards, as the name implies are the best known practices while framework are those that are normally put into practice in the absence of well defined or standard practices. All over the world, ISO has set standard in virtually every field of enterprise and conformity to ISO means following standard practices that are accepted in all parts of the world. While standard is often rigid and generally accepted all over as the best method of doing something, a framework is at best, a frame that can be used as a practice. While a standard has just one way of doing things, a person can evolve his methodology using a framework as it is flexible and allows for experimentation. Framework defines a system, not the method itself. For example, you have a framework in your mind for your house, but you can introduce changes anytime you like to suit your requirements. A framework is not the whole picture; it is more of guidelines but help to proceed in a particular direction. On the other hand, standard does not leave any choice and one has to follow specific method to complete a job.

However, standard does not leave room for enterprise and it does not allow a person to experiment as he is forced to follow practices that are accepted as best all over the world whereas framework, by providing a set of guidelines, allows people to evolve their own methodologies that suit them best.
